McShane's Report

The Senate addressed the  following issues in its response to the proposed policy changes:

     ---Faculty voice in granting faculty emeritus status to the President and the Chancellor

     ---Eligibility of professors of research and practice, Cooperative Extension Service

     ---Emeriti eligibility of early retirees.

     ---Ambiguity in statement "some faculty permitted to continue research" makes it appear others might not be.

     ---Clarity regarding library access to Emeriti.

     ---Department or unit chair or chairperson as recommender of Emeriti status may be too limited a category.

     ---Current language which seems to exclude Emeriti administrators from some "perks" needs correction.

     ---There is strong Senate support for continuing the practice of giving Emeriti "floor rights" in the Senate.

     ---There is strong support for Emeriti continuing to receive communications from the University.

     ---Emeriti access to computers should include related equipment.

     ---Emeriti carrying out university official business should be covered by insurance, and have access, if needed, to legal counsel and other university "perks" as are regular faculty. The same should hold true for faculty who retire without being granted Emeritus status.

     ---Retired faculty not granted Emeritus status should not lose support available to Emeriti.

     ---There should be recognition of the responsibilities of the retired faculty conducting university business.

2.   ---The Senate unanimously, and without further discussion, endorsed the changes to the UNL by-laws in reference to the Dean of Graduate Studies that were proposed by the Chancellor. The Senate was assured that the broad input into the appointment of the Dean was guaranteed by another by-law, and that UNL's administrative flow chart would now represent  the connection between the dean and the academic Vice Chancellors "with a very heavy dotted line."
